The National Council for Promotion of Urdu Language (NCPUL) could be vested with statutory powers to register, examine and certify learners upto pre-degree level.
The Council with one lakh students under it could award certificates in language and vocational courses equivalent to boards to make the students employable. "These courses will be identified under National Vocational Education Qualifications Framework (NVEQF)", said the Council's director Hamidullah Bhat at the end of the annual general meeting of the Council here today.
The meeting was chaired by HRD Minister Kapil Sibal who expressed his support to the initiative. Giving statutory powers to the Council was one of the suggestions given by eminent scholars for promotion of Urdu during the 12th Plan Period.
Several other suggestions were put forth at the meeting today, with Sibal agreeing to consider them. The Minister favoured a new vision and a national strategy to preserve the rich cultural heritage of India reflected in Urdu, Arabic and Persian languages.
He also underlined the need for protecting and preserving the art forms like calligraphy, ghazals, Islamic architecture and sculpture through developing human resource in these areas, said a statement issued by the Ministry.
He also mooted an annual Urdu heritage/literary event, coordinated by NCPUL. The annual event could be held in different parts of the country every year, he said.
