Hope for civil services candidate rejected on medical grounds

The government said it was considering the case of Sukhsohit, who successfully cleared the civil services examination in 2008 but disqualified due to a genetic blood disorder.

"The matter is under consideration," Minister of State in the Prime Minister's Office V Narayanasamy told the Lok Sabha in a written reply.

He was replying to a question on whether the disqualification of the candidate on the ground of a diagnosed disease (Thalaseemia major) had deprived him of the right to life and liberty.

Sukhsohit had secured 42nd rank in the list of successful civil services candidates but could not pass through the medical examination.

"The UPSC recommended 791 candidates on the basis of Civil Services Examination, 2008 in the first list. Name of Sukhsohit did not figure in that list.

"Thereafter, a supplementary list of CSE-2008 was released. In the supplementary list, the name of Sukhsohit was recommended by Union Public Service Commission at serial number 42," he said.

"As per medical report of Dr Ram Manohar Lohia hospital, Sukhsohit is unfit for all service due to Thalaseemia Major and other diseases.

"As per Civil Services Examination Rules, 2008, a candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of the duties as an officer of the service," he said.
