Regulators fail to handle fee issue

New Delhi: Private technical institutes charge illegal capitation fees up to Rs 40 lakh as the regulatory bodies have failed to check the practice, due to reluctance to sort out the problem

The committee on 'Renovation and Rejuvenation of Higher Education', headed by Prof Yashpal, has said that many private institutes charge exorbitant fees in the form of many kinds of levy which are not accounted for by vouchers and receipts.

These institutions are unable to provide minimum competent faculty.

'The regulatory agencies have been unable to come to grips with the problems of capitation fees and unauthorised annual fees mainly due to deficiencies in enforcement instruments, and partly due to high-level reluctance to sort out this problem,' the committee has said in its report submitted to the HRD Ministry last week.

The norms for fixation of fees is vague. The private institutes charge illegal capitation fees which range in between Rs 20-40 lakh for MBBS, Rs 5-12 lakh for dental, Rs 1-10 lakh for engineering courses, the report said.

This revelation comes as an embarrassment for All India Council of Technical Education (AICTE) and Medical Council of India (MCI) which regulate the engineering and medical education respectively.
