Lack of teachers for disabled students; HC notice to UPSC

The Delhi High Court issued notices to the UPSC and the Delhi Subordinate Services Selection Board for their failure to appoint special teachers for disabled students in schools here.
 
Justice Indermeet Kaur has asked the Union Public Service Commission and the DSSSB to respond by October 10, the next date of hearing, about the steps taken on the issue.
 
Meanwhile, the court also asked UPSC, DSSSB, MCD, NDMC and Delhi government to file status reports within a month detailing actions taken by them.
 
The court's order came after NGO Social Jurist filed a counter affidavit saying, "The earlier directions of the court have not been complied with by both respondents that is Delhi government and MCD."
 
The court took note of MCD's plea that the draft proposal for recruitment for special teacher had been sent to UPSC but till date, they have not approved.
 
Earlier, a bench, headed by the Chief Justice, had asked the Delhi government, MCD and NDMC to ensure that al government schools have special teachers for disabled students. The order had come on a PIL filed by advocate Ashok Agarwal on behalf of the NGO.
 
It had said the disabled children have a fundamental right to education and asked the state government to appoint two special teachers in each of 3,000 state-run schools here.
 
The court had also asked the government to ensure that these educators get all facilities at par with general teachers.
