Patna University makes anti-ragging affidavit a must

Even as the admission session in Patna University (PU) colleges is in full swing these days, the university has initiated measures to curb the menace of ragging. The university has directed the heads of all postgraduate departments and principals of colleges to seek an affidavit from the parents of students soon after their admission to the effect that their wards would not indulge in any sort of ragging.

The university has also forwarded to the institutions copies of the format framed by the UGC for seeking the affidavit from the guardians. Students have to file separate affidavit declaring that they would not indulge in any behaviour or act that may be constituted as ragging under Clause 3 of the UGC regulations. They have also to declare that if found guilty of ragging, they are liable for punishment without prejudice to any other criminal action that may be taken against them under any penal law. They have to declare further that they have not been expelled or debarred from admission in any institution in the country on account of being found guilty of abetting or being part of a conspiracy to promote ragging.

A similar undertaking is to be given by the parents or guardians of students being admitted to any institution of PU, the notification says.

It may be recalled here that an anti-ragging squad consisting of PU officials and senior teachers was constituted a couple of years back to check the menace. Similar anti-ragging squads were constituted in most colleges and postgraduate departments. Even though there had been some check on rampant ragging on the campus during the period, it has not been wiped out completely. The recent circular for seeking affidavit from students as well as their guardians may cut some ice, feel academics.
