Educational institutions planning to set up private self-financing arts and science colleges have to approach District Collectors to make a study of their infrastructure at the time of seeking permission from the State government.
Till now, Regional Joint Directors of the Directorate of Collegiate Education carry out inspection of the infrastructure of such colleges.
The Collectors have to examine whether the institutions have secured clearances from the Town and Country Planning Department on the classification of land to be used for the proposed colleges; if the land is originally meant for agriculture; whether they have provided for adequate arrangements for effluent discharge system; what would be the impact on traffic and whether the designs of college buildings have factored in facilities for persons with disabilities. A communication to this effect was sent by the State Higher Education Department to the Director of Collegiate Education on Thursday, advising institutions to inform prospective applicants to approach the respective District Collectors.
