Gujarat seeks full grant from Centre for RTE-

Emphasising on greater resources for implementation of Right to Education Act (RTE), Gujarat Government today sought 100 per cent financial contribution from the Centre to execute the landmark legislation.

The Government of India (GoI) should enact only such legislative rights that are backed by the provision of 100 per cent financial contribution by it towards the fulfilment of that right, said Vasuben Trivedi, Gujarat Minister of State for Higher and Technical Eduction.


The GoI's approach to legislate where the major financial burden falls on the states is counter-productive, she maintained.


Enacting the Act and not giving enough resources to the states is like throwing the baby in the bath water, a Gujarat government release quoted Trivedi as saying at the Central Advisory Board of Education (CABE) meeting held in New Delhi.


"Universalisation of secondary education is the need of the hour. However whether legal measures alone would solve the problems is a matter for debate."


Promoting the Higher Education in Gujarat, vocational, technical professional courses and internship schemes have been made part of the curriculum in universities to increase student employability, the Minister said.


Trivedi said the Gujarat Government supports the idea of legislating a separate law to prohibit unfair practices in school education.


Such a Bill should take care of the unfair practices pursued by private schools like taking fees indirectly in different forms, increasing fees without prior notice, not issuing receipts for fees collected and not disclosing the accounts of the institutions, she said.
