Draft proposes stiff penalty for errant managements

The draft legislation on fees of private unaided schools provides for stringent action against errant managements, including a fine of Rs five-lakh and\ or imprisonment of one-three years.
  
“If the issue of fee hike is not resolved at the district or state level committee and the school management goes ahead with the fee hike, then the department has proposed imprisonment of one to three years and\ or penalty of Rs five lakh,” Fauziya Khan, minister of state for school education, told the legislative council. She was replying to a query from Suresh Navle in question hour.
  
Shiv Sena MLC Deepak Sawant wanted to know if the Bill was foolproof to deal with the fee hike issue. Khan said, “Rules on this issue adopted by other states and around the world have been studied while preparing the draft.”
  
Meanwhile Congress MLC Bhai Jagtap said that a private school in Panvel raised fees by 28 per cent, adding, “Parents are complaining but no action has been taken.” The Opposition and some ruling party members demanded the government initiate suo motu action. Council chairman Shivajirao Deshmukh said, “Points raised by members should be considered as a complaint and a probe conducted.” Khan has assured that the matter would be looked into.
