Education Dept official fined for gross negligence

Condemning the act of an official of the School Examination Department in not rendering necessary help for a student suffering from Dyslexia to write his 10th standard examination, Madras High Court bench today imposed on him a cost of Rs 5000 for being indifferent to the plight of the boy and not doing what he was obliged to do.
Justice V Danabalan, deprecated the Regional Deputy Director of Examinations, Madurai, for not providing the necessary recommendations to the District Education officer as competent authority, to appoint a scribe for the petitioner B Tarunan,to
writ his Tenth examination.
 
The Judge said the official was obliged to do the help to the boy as per the Government order,which clearly stated that one person should be appointed for boys with such defects to read and write the answers dictated by the boy. Besides the boy should be given extra time.
 
The Head master of the American College High school had given his recommendation to the DEO after the boy submitted a certificate given by the Medical Board and sought the help for a scribe.
 
The DEO also had written to the RRDE with all the necessary documents. But the RRDE simply returned the application of the Boy,along with DEO's recommendations to the School HM.  
 
The HM in turn had handedover the letter to the boy's class teacher,who advised the boy to get an Identity card from the Social Welfare Department as a proof that he was a boy having Dyslexia.
  
However the officials of the Social welfare Department said that they powers to issue ID cards only to the Physically handicapped persons and not to persons with Dyslexia problem, forcing the boy's father Balasubramanian to come to this court.
 
The RRDE should make all  arrangements for the boy to write his 10th examination in March 2011,the Judge said.
