Govt discusses draft bill to make CBSE statutory body

The Government held a detailed discussion on the draft Central Board of Secondary Education (CBSE) Bill, which seeks to make the premier school board a statutory body.
CBSE Chairman Vineet Joshi made a presentation on the draft bill in the meeting, attended by HRD Minister Kapil Sibal and other top officials of the Ministry.
   
According to officials, some changes have been suggested in the provisions of the bill.
   
The CBSE, currently registered as a society, conducts board exams in its affiliated schools. It functions directly under the HRD Ministry and takes decision in consultation with the ministry on all important issues.
   
The passage of the bill will give the board more administrative and financial autonomy and widen its functioning. The statutory status will help it take its own decisions through its board of governors. Besides, its orders will have stringent implications after it becomes a statutory body by an Act of Parliament, officials said.
   
The new status will enhance the financial autonomy of the board and enable it to make regulations for penalties for misconduct by teachers and students, officials said.
