Make public details of school admissions: CIC

In a step towards ensuring transparency in school admissions, the Central Information Commission has directed the Delhi Government to ensure that all schools put up a display board carrying information about available seats for economically weaker sections (EWS).
    
The display board will be in English and Hindi and will include six important details: total number of seats in all classes in a school, total vacancies in all classes, total number of seats under EWS quota, seats available under the quota, total applications received under the quota,information about when EWS quota applications will be received and date by which the admissions will be given, the CIC ordered.
    
The transparency panel, acting on an appeal filed by RTI applicant Ritu Mehra said these boards will be updated every week and the Director, Directorate of Education shall ensure that this information shall also be uploaded on the website of the Directorate of Education before December 31, 2010.
    
The Education Directorate has also been directed by the Commission to put on its website annual returns filed till date by private, unaided schools along with the list of schools which have  defaulted in filing the said returns before December 31, 2010.
   
"The Directorate of Education shall ensure that from 2011 onwards, information contained in Annexure- II of the annual returns filed by private, unaided schools before July 30 shall be uploaded on its website before August 31 every year along with the list of schools, which have defaulted in filing the annual returns," Information Commissioner Shailesh Gandhi said in his order.
    
The annexure-II of the returns include details of final accounts like receipts and payment account, income and expenditure and balance sheet of the preceding year(duly audited by a Chartered Accountant).
    
Gandhi also ordered the Directorate to make public and post on its website details of budgetary allocation and management of private, aided schools received till date before December 31, 2010.
    
"Where no such details have been received, the same shall also be stated. This information shall also be updated every month," he said.
