The scheme evolved by the Bharathidasan University for establishment of District Career Guidance and Counselling Cell (DCGCC) of its Institute for Entrepreneurship and Career Development (IECD) with the main objective of invigorating rural economy has begun to take practical shape.
Two such cells have been established in Karur and Tiruchi districts. Recognised educational or training institution; professional body or reputed guidance, counselling and consultancy agencies; non-government organisations registered under the Societies/Trust/Company Act and serving for the promotion of education, training and guidance and counselling are eligible to start such cells.
The scheme provides for establishing two DCGCCs – one each for urban and rural parts – in each of the eight central districts in its jurisdiction. Conceptualised by former Vice-Chancellor M. Ponnavaikko to broadbase socio-economic development through employment generation for student and non-student youths, the scheme, brought to fruition by the current Vice-Chancellor K. Meena, factors in India's demographic advantage and the need to enhance the gross enrolment ratio in higher education.
In accordance with the local requirements, the DCGCCs can impart the IECD's skill-based continuing education courses, specialised skill development programmes to rural artisans leading to the award of the university's certificate/diploma programmes, and conduct career guidance and counselling for student and non-student youth on business related skills.
The wide range of skill-based programmes offered by the IECD encompass 23 short-term courses of one to four weeks duration, 44 certificate programmes of three-month duration, 61 diploma courses of six month duration, five advanced diploma courses of one year duration, 12 PG diploma courses, and 13 specialised courses.
According to IECD Director K. Parthasarathy, the DCGCCs have been encouraged to establish linkages with the district administrations and institutions like KVIC, SIDBI, NABARD and the Lead banks such that the benefits of the schemes of the Central and State governments could be tapped.
