Recognising the need for creating and providing assessment methods and educational resources which match international standards of teaching, CBSE has decided to set up a centre with a partner organisation under public-private partnership mode.
The 'Centre for Assessment, Evaluation and Research' will aim at evolving the best practices in school-based assessment, entrance examinations and conduct research into policies and programs that can improve teaching quality and strengthen
student learning process.
The centre will be made of three departments, said a CBSE circular.
They would be 'department of research and assessment', 'department of professional development and leadership' and 'publications department'.
Sources said expressions of interest have been invited from internationally reputed organisations to act as partners in the establishment of the centre.
The purpose behind the exercise is to ensure highly qualified teachers in every classroom in the next five years through this measure and create an effective teaching environment that provide international standard quality education to the students, they said.
Among its varied objectives, the centre will be involved in creation and adaptation of proficiency and diagnostic tests to track and report student learning.
The department will also aim to collect student data from all schools to track and report on student learning and will particularly identify areas where improvement is needed or where there is inadequate resourcing, the circular said.
The department of research and assessment will also review the Medical and Engineering Entrance Examination conducted by CBSE.
The centre will be developed using a three-year phased approach and it is expected that it would be a well- established self-sustaining institute by the end of this period, the circular said.
It will also seek to create capacity and resources and bid for projects leading to its self-sustaining stature.
Some of the policies developed by it might include developing assessments and related resources, defining assessment frameworks, professional learning, teacher evaluation and professional recruitment.
