RTE Act implementation faces difficulties

Lack of adequate infrastructure in 1,751 primary and 731 middle schools in this Madhya Pradesh district is making it difficult to create an atmosphere to implement the Centre's 'Right of Children to Free and Compulsory Education (RTE) Act', School Education department sources said.

The Act makes education compulsory for every child upto the age of five years.Of the total 621 posts for principals in government schools, only 293 posts were filled up, while 328 posts were lying vacant. This was more than 50 per cent of the allocated posts.

Likewise, 5,591 teachers were available for teaching against a demand of 9,048 teachers. Several schools have appointed a single teacher who spends his entire time preparing records and gathering information. When he has go for other departmental work, the school has to be closed during office hours.

Shortage of sufficient space in school buildings force school authorities to close school before time due to rains or extreme heat conditions.

Government schools in the district require 10,821 rooms, although only 7,616 rooms were available. Construction of other 3,735 rooms was required.

District Project Co-ordinator M K Dwivedi said the State Education Commissioner has been informed about shortage of teachers and rooms in the schools.

He said approval had already been received for construction of rooms that could not be carried out due to shortage of space. The rooms will be constructed with the help of 'Palak Shikshak Sangh.
