The Andhra Pradesh government today released a set of draft rules for the effective implementation of the Right To Education Act. The rules, named as "Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010," have been prepared on the basis of the guidelines provided by the Centre
and in keeping with the state's requirements.
State Secondary Education Minister D Manikya Varaprasad and Primary Education Minister Mohammed Ahmadulla, who released the draft rules, sought suggestions and objections from the general public by the end of this month after which the final rules would be released.
The draft rules would be posted on government websites, Varaprasad said.
The rules deal with issues like providing special training for Out of School children, providing access to educational facilities, duties of the state government and
local authorities, admission of children belonging to weaker section and disadvantaged groups among others.
The draft rules make it mandatory for every school, other than those established by the Centre, state government and local authority, to get registered with the District Education Officer. The rules also call for setting up a School Management
Committee and preparation of a School Development Plan.
