New Delhi: Courses on human rights will soon be available for policemen across the country through distance learning with the NHRC and IGNOU signing an MoU in this regard today.
'The National Human Rights Commission and the Indira Gandhi National Open University today signed a Memorandum of Understanding (MoU) to jointly develop and conduct three types of courses on human rights awareness for police personnel at cutting edge level,' rights body said in a statement.
Under the programme, there will be a basic course for constables and sub-inspectors and advanced course for middle level police officers and training of trainers programmes. The courses will be available through distance learning and internet aided online mode, IGNOU said.
"This is the first effort of NHRC and IGNOU to incorporate human rights culture among the Indian police to develop people friendly practices," IGNOU vice-chancellor prof VN Rajsekharan Pillai said.
The first programme will be launched shortly for police constables through Haryana Police Academy at Madhuvan. The course will touch on subjects like introduction to human rights, protection of human rights, custodial justice, and best human rights practices.
NHRC secretary general AK Jain and Pillai signed the MoU here at NHRC. Acting Chairperson of the rights body Justice G P Mathur and member P C Sharma were also present. The MoU will remain effective for two years with effect from December 30, 2009 and it can be further extended, NHRC said.
