Justice V. Dhanapalan also ordered notice to the state government, TNPSC and seven others while posting to December 9 further hearing of the petitions filed by K. Velusamy, A. Jayakumar and N. Raja, seeking to restrain the TNPSC from publishing the final selection list-cum-allotment order for Group-I services examination for 2007-08 and 2008-09 till such time vacancies created in the previous Group-I services for 2006-07, due to the non-joining of selected/recommended candidates, were filled from the reserve list and ranking list drawn for this recruitment.
According to petitioner Velusamy, he got through the main written examination conducted by TNPSC for filling up of 172 posts in Group-I services for 2006-07.
Since the selection to this examination was the subject matter of a number of litigations, the final selection list could not be published.
After the high court upheld the selection list in September 2009, the appointment orders were issued and candidates given 30 days to join service.
As and when the candidates selected do not join the posts within 30 days, the reserve/rank list has to be operated. Velusamy was in the fifth place in the rank list. He understood that nearly 10 candidates as of now have not accepted the appointment order.
Though 30 days have expired and a number of candidates have not joined, the reserve list was not operated yet.
