Problems in recruiting foreign faculty on five-year contracts in government institutions like IIT and IIM will be resolved soon as the home ministry told its HRD counterparts on Monday that it sends notification to allow work visa to those who earn aminimum of $15,000 a year. Now, work visa is given only to those who are earning minimum of $25,000 a year.
It made it difficult for Indian higher educational institutions to recruit foreign faulty for IIT at the entry level of Assistant professor. The minimum salary norm was for all jobs and was not limited to teaching.
While the home ministry's assurance will help to solve this issue of recruiting foreign teachers to some extent, the HRD ministry worries about this issue.
HRD Ministry wants to reduce the period of clearance from nearly six months to two or even less. The home ministry and foreign ministries had suggested that clearance should be done by a board but it will take six months. HRD ministry said this will not attract the best teachers for IIT.
In the meeting between officials of home and foreign ministries, the HRD ministry had proposed that foreign applicants for faculty position from countries that have been given most favoured nation (MFN) status should not go to the foreign ministry for political clearance. Applicants for faculty post should be allowed to straightaway apply to the home ministry for security clearance purpose.
Sources says the HRD ministry had also proposed that instead of going through clearance process at the time of job application, it can be done at the time of granting work visa. "It could shorten the clearance time to eight weeks," a source said.
