“Education must be given free of cost for all common and these should not be disparity in Education based on money” is the expectation for all. Every political party raises this issue in that Election manifesto. But there is no absolute control in fee structure charged by private institutions which are run exclusively in commercial motive. Tamil Nadu Government took initiative standardize the fee for professional colleges and school. But, still fee hillock continuous as hidden agenda.
As a new development State Government of Tamil Nadu commences its steps to fix common fee structure for Polytechnic courses and diploma courses in hotel management and catering technologies.
Government of Tamil Nadu has appointment Justice. N.V. Balasubramanian to study the situations of Polytechnic and Hotel Management courses and fix a common fee structure. Justice Balasubramanian already heading the committee to standardize the fee structure for un aided private Engineering colleges. The Government order giving additional responsibility to Justice. J.V. Balasubramaniam is because of a petition by the Tamil Nadu unaided Polytechnic Management Association. Quoting a order issued in 2002 referring Rs34,000 as tuition and development fee for polytechnic courses, the said association wanted the government of Tamil Nadu to recognize fee for SC/ST students Rs30,000/ fee head.
The courts affidavit of Higher Education Department taking exception to every unaided polytechnic college in the state trying to charge Rs.30,000, irrespective of the academic faculty they offered. The courts affidavit of Government of Tamil Nadu through Higher Education Department says, that the self financing polytechnic institutions are not supposed to collect Rs.30,000. Uniformly as these members institutions would not have uniform infrastructure and facilities. The affidavit says that the fee to be changed depends on the investments made, salaries offered and future expansion plans besides lab and facilities. The Government made it clear that the fee structure for the next academic year will be on the basis of the fees recommended by the statutory committee.
