Disadvantage for learning disabled students in Palakkad

How to identify the learning disability? This becomes a serious question now? Who is a candidate with this kind of difficulty? This needs a scientific and medical, but clear out approaches. It is felt that there is no proper co-ordination between Department of Education and that of Health to fix this. The Director of Public instruction has given new orders at the beginning of every academic year since 2009 and based on this only the learning disabled students’ future can be ascertained. Now, many students of this difficulty are in great trouble.

In fact, lot of concessions is given to the students of central board of secondary education and National Institute of open school, but the state board students are in trouble.

Where are the concessions given till last year? The learning disabled students had been given an additional time of 10 minutes per hour in all the subject-papers. The assistance of interpreters and exemption from either the first language paper or the second language paper and also from Hindi if necessary were given. They could also choose alternatively, computer Education, horticulture, catering, drawing, painting, rattan work, and instrumental music. They were also allowed to use scriber. Now what the new order says?

All the above mentioned concessions have been restricted to the extra 10 minutes time per hour and the service of interpreter.

What is the subject matter behind the Government order? The latest go says the candidates with learning disabilities should submit certificates issued by the medical board comprising nominees of district medical officers. But, the medical officers do not issue certificates, the reason being the problem of dyslexia is tent rosy in medical terms.

K.PriyaVenugopalan, in integrated child development services (ICDS) counselor from Malapuzha said, that the Government doctors sign on a form issued by the Department of Education which can be used only for secondary school leaving certificate (SSLC) examination. Till IX STD this certificate is not necessary.

What are the difficulties faced by this kind of student?

They have problem in the learning great like perception, cognition, understanding, reasoning, reading, writing, Modern- calculators, attention and concentrations.

It is said by a principal in Ernakulum, that the learning disabilities are permanent candidates and that their condition could change as the children grown up.

In the western countries, the learning disabilities are issued based on detailed diagnosis in the young age itself. Government say that the percentage of disability has to be mentioned in the certificates, concerned, the experts feel the disabilities can not be measured in percentage.
