Closing of study centres by UGC

Prof. H. Devaraj, the Vice-Chairman of University Grants Commission told, that any University permitted under a state act can operate only within the territorial Jurisdiction allotted to it under its act and in no case beyond territory of the state of its location. He also added that no university whether central, state or deemed can offer its programmes through the practice.

It is observed, according to Prof. Devaraj that some Universities overtake the norms by admitting the students through franchise tie-ups with the centres outside their territorial jurisdiction.

To avoid corruption and flooding of unauthorized study centres through open learning systems the UGC ordered all Universities to close study centres started outside the state.

To take care of the interest of the students who have already joined, the said universities will be directed to transfer all the students admitted earlier, to the respected state university. In case, the state has no. state open University then the students has to be admitted to Indira Gandhi National Open University (IGNOU) in the nearby location.

This decision appreciated by a senior Madras University faculty. He recollected the incident how a Madras University study centre in Franchise in Dubai had cheated the University by not paying the amount paid by the students. The earlier issue is that the university was not able to take any action in case the study centre was out of jurisdiction. It is noted, besides the state University two deemed Universities are also violated the norms. I was pointed out some deemed universities are running their study centres even in petty shops simply to earn.
