Narendra Modi's government new looking into the matter of creating a policy to give opportunities to school and college dropouts to continue their higher education and get certificates, diplomas and degrees.
In fact, already various facilities are available in the states of India and also in Central Government Institutions for the students to continue their Education through various systems. Private study and Direct Appearing Systems are available with flexible norms in the states. Nation Institutes of Open School is also in vibrant activity. Various Universities are offering correspondence and open Education system. At this context, we must want and see, what really the Government means by the statement of issuing certificates to school dropouts.
This matter is now taken very seriously by the government, at the jucture when there were wide spread criticisms regarding appointing Smriti Irani as HRD Minister, who is not even a graduate.
Irani told, they are preparing a frame work and system for the people who were forced to leave their education in midway, because family hardships, poverty besides many other social factors. She added, facilities will be made to offer them vocational training to prevent their from suffering without proper certification. The minister declared that the student who were dropped out from class VII till Ph.D would get some certification depending upon their talents and abilities. Refering to her itself, she said many in our country are forced to quit the Education in midway due to various reasons. So, certifications will be given based on their abilities and this certification is nothing to do with the qualifications.
It is obvious Open Universities system is already functioning in India to cater the need of these discrepancies. So, what would be the probable methodology to issue this kind of certification. The minister did not explain the modalities.
She also declared "Rashtriya Advishkar Abhiyar" will be launched for next ear to promote innovation and research among students and the parents.
She said that the government would be launching HRD's website. This is to invite research and innovative concepts from all over the country.
Famous personalities like Azim Premji, the Chief of Wipro will be guiding the projects.
Irani also said Pt. Madan Malviya teachers training program" declared in the Union budget, would train 20,000 teachers to motivate them in the right direction.
A program called 'School Assessment Program' is launched to develop basic infrastructures in particulars the facilities like toilets and drinking water facilities. The project will also monitor the facilities for differently abled children. Irani categorically said, that there is no need of formal education to do any research
