State primary education department creates a new post of Taluka Primary Education Officer

 To improve the quality of education through stricter monitoring and manpower, the state primary education department has taken a new initiative. It has created a new post of Taluka Primary Education Officer (TPEO).

On the lines of the district primary education official (DPEO), these officials would be responsible for minutely studying, inspecting the quality of education, enrolling more students and chalking out a strategy to improve the quality of education in the area.

According to the officials of the department, all the 225 talukas of the state will have a TPEO each this year to monitor primary and upper primary education within their given jurisdiction.

The primary reason behind creating the new post is due to the fact that while a majority of the departments have taluka-level officials, the education department does not have one. Like health officials, development officials and TPEOs are also expected to give administrative relief to the DPEO.

“So far, we did not have any block (taluka) level officials. Now, as we will not have it, the idea is to improve the quality of education at primary schools,” said Sangeeta Singh, principal secretary of the primary education department.

Officials explained that there are nearly eight to nine talukas under one DPEO and so it becomes a challenge for them to complete file work, draw up a strategy to improve the quality of teachers and students and carry out inspections to identify problems. “Now, as the work and responsibility are shared by TPEO and DPEO, results will be visible within a few years of appointing the new officials,” said an official.

The TPEO would be entrusted with the job of carrying out administrative duty, control the dropout ratio of students in primary schools and ensure 100 per cent enrolment. They would also have to study the Right to Education (RTE) norms, ensure stricter implementation of those and take strong action against schools not following them, implementation of the midday meal scheme, Sarva Shiksha Abhiyan projects, etc to mention a few things.

The department has decided to recruit officials for the new post — by direct recruitment and through promotions — details of which are being worked out.
