The state government is considering bringing about a uniform procedure for the recruitment of lecturers/professors in all the universities in the state, said minister for higher education RV Deshpande here on Tuesday.
He said the move is to limit the discretion of the interview committee members and allow merit to prevail.
As of now, universities in the state have formed their own method of recruitment and the marks meant for viva voce differ from university to university, Deshpande said during an interaction with the media at Karnatak University in Dharwad. This is his maiden visit to KU after taking charge as education minister.
He said the government will soon bring out guidelines for recruitment.
Deshpande said he was in favour of according autonomy to more and more degree colleges to enhance the quality of education. The government has allocated Rs 5 crore to create a corpus fund for carrying out innovation activities at the Visvesvaraya Technological University and such incentives would be provided to other varsities and colleges, he added.
He said the government had sent a proposal for setting up the Indian Institute of Information Technology (IIIT) at Dharwad and that the Karnatak University had agreed to provide 50 acres of land for IIIT. The proposal is under active consideration of the central government and IIIT will be a reality in the next two-three years, he said.
'Time to bring back glory of KUD'
Expressing concern over the deterioration of quality of education in Karnatak University, Deshpande called upon the faculty and administrators to introspect and find ways to bring back the glory of the premier institution.
Addressing teachers and officers of the university, Deshpande said he too graduated from this university and was feeling sad to note that it had lost its grandeur.
"The academics should suggest ways and means to ensure quality education, faculty and research. The government is ready to take their suggestions," he said.
Rs 10 crore for hostel facility Responding to an appeal made by vice-chancellor HB Walikar regarding solving the financial problems of the university, Deshpande promised to see that Rs 10 crore was released for the development of the hostel facility in the campus. He also promised to see that the vacant posts were filled up in a phased manner.
Referring to the suggestion made by Hubi-Dharwad West MLA Aravind Bellad regarding the state universities going for tie-up with foreign universities to improve quality of education, Deshpande said the government was ready to give its nod for such arrangements if there was consensus among all persons concerned.

The recruitment process of different non-teaching posts in RaniChannamma University (RCU-Belgaum) has been halted following public complaints, said higher education minister RV Deshpande on Tuesday.
RCU postponed the interview for the first division assistant (FDA) posts called on Saturday without prior intimation to the candidates. "When there are complaints, the government has to verify them. Shortly we will come out with new guidelines for recruitments in the universities that fall under the higher education department," he said.
He said that no irregularities were found in the recruitment process of RCU or other universities so far. "I had called a meeting of vice-chancellors of all universities in the state to discuss this issue. A discussion on opening teachers training academy and other reforms will be held, he said.
P-G study centre: Deshpande asked the authorities of Visvesvaraya Technological University (VTU-Belgaum) to prepare a proposal regarding establishing a post-graduate study centre in Chikkodi town.
He was speaking after laying the foundation stone to the administrative building at South End Block of Jnana Sangama Campus of VTU in Belgaum. Following the demand of sugar, mujrai and small scale industries minister Prakash Hukkeri, Deshpande directed vice-chancellor H Maheshappa to prepare a plan in this regard within one month.
Later, addressing students, Deshpande called upon engineering colleges to give thrust to research.
V-C H Maheshappa said the varsity needed to be expanded and 115 acres land was required for the purpose.
Sambhaji Patil, MLA of Maharashtra Ekikaran Samiti (MES) from Belgaum (South) constituency, who was a guest at the function, spoke in Marathi language. He said that as there is a Congress government in the state and Centre as well as in Maharashtra, the leaders should sit together and solve the issue.
Suresh Angadi, MP, minister Prakash Hukkeri spoke. Excise minister Satish Jarkiholi, MLC Mahantesh Kavatagimath, MLA Firoz Sait and principal secretary of higher education department Rajanish Goyal were present.
