Supreme Court stated that the AICTE's role was simply advisory and not as an approving authority. Ministry of Human Resource Development (MHRD) has shifted the approving responsiblity of the courses to University Grants Commission (UGC). The bill of National Council for Higher Education and Research Bill still pending in parliament.

Indira Gandhi National Open University issued a notification in May dissolving the Distance Education Council associated with it, the Ministry of Human Resourse Development entrusted the regularising responsibilities of the open and distance learning education system to UGC.

At this juncture, UGC is flooded with new responsibilities, it was informed that it UGC need some more time to organise itself.
