Welfare and Labour Minister P. Rajavelu has requested the Labour and Employment Ministry to exempt newly established Industrial Training Institutes (ITIs) from the ban on creation of posts of teachers to handle the institutes.
Participating in the three day 45th session of the Indian Labour Conference which began at Delhi, he said the institutes could flourish in strength to create skilled employable workforce once they are exempted from the ban.
He also made out a case for raising the pension paid under Employees Pension Scheme 1995 to Rs 1000 so that it could be brought on par with the amount available under the 'Swalamban Scheme'.
On the present arrangement for extending benefits under the Rashtriya Swasthya Bima Yojana (National Health Insurance Programme) he said that presently benefits under the scheme has been extended only to persons hospitalized and excludes day care patients from its ambit.
Out patient diagnostic, medical and surgical procedures or treatment are kept out of bounds of coverage under RSBY. He said this does not cause to serve complete utility of the scheme and so it should be extended to daycare patients also.
He also wanted expeditious posting of staff to ensure that the coaching cum guidance centre for Scheduled Caste and Scheduled Tribes students, as proposed by the government, could become functional.
He urged for ensuring freedom from administrative bottlenecks for establishment of new ITIs and upgradation of existing institutes so that they could play an effective role in ensuriing skill development.
Presently Puducherry government has to get prior approval of the Home and Labour and Employment Ministries for creation of posts in the ITIs.
