State government Friday included Health and Medical Education, Forest and Home departments within the ambit of Public Services Guarantee Act (PSGA) making the officers of the respective departments more accountable to jobs they perform.
Taking a step toward the good governance so that people could get their works done in their respective departments within a stipulated time frame, the government issued orders under SRO 428 in exerciseof the powers conferred by the Section 4 of the Jammu Kashmir Public Services Guarantee Act, 2011.
While eight services in the Home department have been included in the essential services, only one service has been included for issuance of No Objection Certificates (NoC) by the Pollution Control Board (PCB) for the installation of industry or project and four services have been included for the Health and Medical Education department.
As per the orders, the government has fixed 60 days time period for CID verification of ‘passport and newly appointed candidates’ and has fixed the responsibility on DySP Headquarter in the office of ADGP and IG CID, who would provide the service.
The government has given first appellate authority to SSP CID Headquarter in the office of ADGP/IG CID while the second appellate authority would be ADGP CID/IG CID in both the cases whether it is verification for newly appointed candidates or for the verification of the passport.
Besides this, the government has fixed stipulated time of ‘15 days within the conclusion of the investigation’ for providing the copy of ‘untraced reports of stolen vehicles, untraced reports of theft cases and untraced accident or drowning cases’ and assigned the job for providing the service to the Station House Officer of the concerned police stations.
However, in case the SHO fails to provide the copy within the 15 days, the government has assigned first appellate authority to DySP Headquarter/SDPO concerned and the second appellate authority would be District SP of the concerned areas.
For getting copy of First Information Report (FIR), the SHOs have been assigned the job to provide it to the complainants in one day while to others in three days from the date of the application.
The SDPO and District SP have been made the authority for first and second appellate authorities for the purpose by the government in a bid to ease out the delaying process of issuance of copy of FIRs.
Regarding the issuance of ‘identity cards’, now the SHOs concerned would have to issue it in seven days after completing the verification.
DySP Headquarter/SDPO and District SPs have been given first and second appellate authority.
The verification by police for the issuance of ‘character certificates’ would take as many as 15 days and it would be provided by the SP level officers, while first appellate authority would be Range DIG and second appellate authority would be Range IGP.
The government has taken a major innovative for Health and Education Department according to which it has asked the Chief Medical Officer / Medical Superintendent / Block Medical Officer / Doctor / Board Conducting Post Mortem to provide the ‘post mortem report and its preliminary report’ within a week.
It was also decided that the final autopsy report would be provided within a week after receiving specialized investigation report.
The government has assigned task for first appellate authority to Director Health Services and second appellate authority has been assigned to the Administrative Secretary to Government, Health and Medical Education Department.
Under the Public Services Guarantee Act, the government has also brought the issuance of ‘disability certificate’ within a month from the date of application and it would be issued by the Chief Medical Officer (CMO) while the first appellate authority would be Director Health Services, and second is Administrative Secretary to Government, Health and Medical Education Department.
Regarding the issuance of ‘Medial fitness certificate’, the government has fixed one day after the examination and the task to issue the certificate is assigned to CMO/Medical Superintendent /Block Medical Officers.
The issuance of ‘medical illness certificate’ would take one week after completion of treatment/ one day after examination, while the government has assigned job for providing the certificate to the Chief Medical Officer /Medical Superintendent /Block Medical Officer.
In the Forest department, the government has brought only one service under the Public Services Guarantee Act (PSGA) which is issuance of NoC by State Pollution Control Board (SPCB) for installation of industry or project.
The government has decided that the designated officer would be member Secretary SPCB for ‘Orange and Red category’ and for ‘Green category’ is Regional Director SPCB and the stipulated time has been assigned four months as envisaged in the State Pollution Control Act.
The first appellate authority has been appointed Chairman SPCB for ‘Orange and Red category’ and for ‘Green category’. Member Secretary SPCB is the second appellate authority is Administrative Secretary (Forest) for ‘Orange and Red category’ and the Chairman SPCB for ‘Green category.’
