The CPI-M today stated that as a bill allowing overseas institutes is already pending, any move to ease rules for entry of foreign educational institutes into India saying this would tantamount to contempt of Parliament.
Reacting to reports that the government was contemplating such a move by liberalising UGC rules, which has, however, been dismissed by UGC, CPI-M, in a statement, said, "This would be a clear case of bypassing Parliament and is contempt of Parliament."
It said HRD Minister Kapil Sibal, on the eve of his visit to the US to attend the Indo-US CEO Forum meeting, is keen on finding a way to satisfy the demand of American educational institutions for easy entry into India.
"The CPI-M warns the minister against any such move," it said.
Sibal should rather take steps against those foreign owned institutions operating in India in violation of the law, the party said.
