The Rajasthan High Court issued notice to the state government over a PIL seeking directives to provide appropriate facilities to visually impaired in public institutions.
A division bench Chief Justice Arun Kumar Mishra and Justice N K Jain (senior) issued notice to the state authorities seeking their response on a PIL filed by Sharat Tripathi.
Tripathi claimed that as per census report 2011, there are nearly 7,53,952 visually impaired or blind persons and there are no facilities to provide them basic education or computer training in government institutions or books in public library.
Inspite of having good academic career, visually handicapped persons fail to get equal opportunities in both employment and education, the PIL stated.
Even Rajasthan knowledge corporation limited, which is a government funded public company running courses for computer training has no scheme to teach blind persons.
The company does not even have required software which can be useful for blind persons, the PIL said.
The petitioner cited a correspondence between state authorities and Disability Commissioner wherein it was admitted by the government that it had no software or technique or arrangements to provide equal opportunities to visually challenged in education or employment.
Tripathi claimed to have made in-person representation before the Disabilities Commissioner. Inspite of various orders, the state government failed to provide the requisite amenities to the blind and visually impaired persons ousting them from the competitive market, he alleged.
