Bihar for total literacy by 2020

The Bihar Human Resource Development Minister Mr. P.K.Sahi has said that illiteracy would be wiped out from the state by 2020 and significant progress has been made in that direction. He was replying to a debate in the state assembly on budgetary demands for his ministry to the tune of 15000 crores for 2012-12. According to him the state will have cent percent literacy by 2020.

According to Mr. Sahi the teacher pupil ratio which is presently 1:58 will be improved to 1:35 with large scale appointment of teachers. three lakh teachers have been appointed since 2006 and around 30,000 teachers have been appointed following the directive of the apex court, he said.

Enrolment of 2.09 crore children has been ensured ever since the Nitish Kumar government came to power in 2005,  Out of over 2.13 crore children in the age group of six years to 14 years which is a record.

"Now we have started accumulating various indicators of education during the NDA's rule," he said and castigated the erstwhile governments for their "failure" in the field of education.

The CM uniform scheme, free distribution of cycles and stipends have come in handy in increase in enrolment and admitted that there had been reports of one child one school at some places.
   
Sahi said stern punitive action would be taken against the teachers and headmasters found guilty of any irregularities or misappropriation of funds under such schemes.
   
"We will also not hesitate even to terminate such guilty teachers and headmasters," Sahi said.
   
He made it clear that only those children who would go to schools regularly would reap the benefits of the government schemes under cycle distribution scheme, uniform schemes and stipends from April 2012.

"We will once again introduce the system of School Transfer Certificates (STCs)," he said and lambasted the erstwhile governments for scrapping such system much before.
   
The state government was also firm in its resolve to ensure quality in education, Sahi added.
