UGC mulls education tribunals

More than one million additional students are expected to join the various universities every year across the country and the ministry of human resources and the University Grants Commission are working to set up better infrastructure and focus on quality education, said Ved Prakash, UGC chairman.

Speaking on various programmes being planned under the 12th Five Year Plan, the UGC chief said that such expansion could also trigger several issues among the stakeholders.

"We don't want litigation cases among teachers and students, managements and individuals. That's why we are contemplating educational tribunals to handle these issues. Educational tribunals are being proposed to be set up in the state and national-levels. We also hope to resolve the disputes fast," he said.

Expressing concern at the fragmentation of the comprehensive university system of yore, the UGC chief said, "We have taken away technology, law and science from the universities and set them up as separate institutions. There is a technological varsity in each state apart from five in Tamil Nadu and two in Uttar Pradesh. There are 18 national law universities, Indian Institutes of Science, Engineering and Research and now CSIR institutions are also being proposed as centres of excellence. Now, we need to ponder as to what remains in our universities," he said.

He said that under the 12th Five Year Plan, the Centre was thinking of access, excellence and equity among the student community to increase the gross enrolment ratio (GER).
