West Bengal Government today sumbitted to the Calcutta High Court a notification stating that no student, teacher and other staff of schools in the state would be allowed to participate in any political rally during school hours.
School Education Secretary Vikram Sen submitted the gazette notification to the pision bench comprising Chief Justice J N Patel and Justice S Chakraborti. The notification stated that no premises of government school, government-aided school and non-aided school shall be used for political purpose within school hours.
No teacher, student or other staff of the schools would take part in any rally by political parties and promote either directly or indirectly any political party during school hours. The government had on September 15 filed an affidavit pursuant to a direction of the court after a news item was brought to its notice that students of Sahapur Mathuranath Vidyapith in New Alipore had been forcibly taken to attend a political rally at the behest of some teachers.
It was alleged that around 35 students of the school were forced to attend a rally on September eight by AIDSO, the students' wing of SUCI(Communist) party. Advocate Tapas Bhanja brought the matter to the notice of the pision bench presided by the chief justice, which directed the school education department secretary to file a report on the incident stating steps taken against the persons responsible for taking the students.
The government had formed a four-member enquiry committee headed by N N Dutta, joint secretary in the school education department, which gave its finding and recommendations to the government.
The committee found that most of the students were picked up on their way to school, while about five to 10 students were taken from the school compound. It recommended that an order be issued by the department directing students, teachers and non-teaching employees not to involve themselves in any political programme during school hours.
