Maharashtra moots Unauthorised Institutes and Courses Prohibition Act

With an aim to clamp down on irregularised educational courses in the state, Maharashtra government is planning to enact the Unauthorised Institutes and Courses (prohibition) Act.
   
As per the draft, Joint Director of departments of Medical Education, Agriculture, Dairy, Animal husbandary and higher and technical education departments can inquire, investigate and take action against unauthorised institutes. The affected can appeal to the Secretary of the department.
   
The decision to draft such a legislation came in wake of complaints received by the Higher and technical education department about lucrative ads at bus stands, railway stations with promises for good placements.
   
At present, there is only provision under Section 420 of IPC for forgery.
   
The new draft legislation suggests imprisonment of one to three years and fine of minimum rs five lakh.
   
Higher and Technical Education Minister Rajesh Tope said his department revised the draft legislation twice after Chief Minister Prithviraj Chavan suggested that the bill provisions cover educational courses covered by all departments other than higher and technical education as well.
   
"We sought co-operation from all other departments also before finalising the draft. They assured full support for the legislation," Tope said.
   
The draft will be placed before the cabinet soon.
