The delay on the government to release Rs. 2000 crores towards Post Matric scholarships for intermediate, degree and post
graduate students living in student managed hostels has forced thousands of students to go without propoer meals. There are
four hostels on an average in each of the 23 districts in the state with students ranging from 70 to 100 in each hostel.
Apart from paying for their food bills the students are also required to pay salaries to cooks, watchmen and other staff of
the hostel from their scholarship and the government only pays the building rent.
According to highly placed government sources the government released Rs. 1800 crores in the third quarter of this financial
year which was just sufficient to clear dues of the previous financial year. The current financial year coming to close with eight months of the academic year already over the government is yet to release the scholarship for the current financial year.
About 70 students of the hostel at Sangareddy are pooling whatever little money they are able to get from their parents and managing one square meal a day but not all students are that lucky as many come from impoverished families not having the recourse to get money from home.
Students of Krishna district are slightly better off as compared to their counterparts in Medak district. The krishna district Collector on learning about the plight of the students due to non payment of scholarship instructed the social Welfare Department officials to take rice as loan from regular hostels and supply it to student managed hostels. He also arranged for provisions and other essentials on credit from Vijaykrishna Super Bazaar run by the co-operative department.
According to an official the credit will be cleared once the state government releases the scholarship arrears. Officials in the Social Welfare department admitted to the problem in releasing the scholarship amount. According to a top social welfare department official they have made all transactions online to ensure transparency. He attributed the delay in payment to the verification process getting completed only at the end of January while the online applications were received till december. He added that the funds might be released in the next few days to clear all dues.
