HRD Ministry to place 3 ordinances on degrees before Cabinet

The HRD Ministry will soon place before the Union Cabinet three ordinances to ensure award of degrees to students of IIIT Kancheepuram, IISER Kolkata and Pune and IIT Hyderabad on time.

According to a senior Ministry official, the move is being initiated after the bills concerning these institutes could not be passed in the last session of Parliament.
 
The failure in getting the bills passed had raised concerns about the fate of hundreds of students of these premier institutes.
 
The bills are IIIT, Design and Manufacturing, Kancheepuram Bill, 2011, National Institutes of Technology Amendment Bill and the IIT Amendment Bill.
 
HRD Minister Kapil Sibal faced embarrassment in the Upper House during a discussion on the IIIT Kancheepuram Bill after Congress MP J D Seelam demanded reservation for SC/ST and OBC students in the institute.
 
This prompted the BSP, the RJD and the LJP along with the Left parties to seek proper discussion on the Bill, which eventually spoilt any chances of it being passed in the Monsoon Session.
 
The passage of the National Institutes of Technology Amendment bill would have brought Indian Institute of Science Education & Research (IISER) in Pune and Kolkata under it, thus ensuring award of degrees to newly pass-outs on time.
 
Similarly, the passage of the IIT Amendment Bill would have helped in award of degrees on time to M.Tech students of IIT Hyderabad.
