HC issues notice to Chancellor of Universities

The Patna High Court issued notices to Chancellor of Universities, who is also the Governor of Bihar, asking him to explain by October 24 his position on a writ petition challenging the appointments of six vice-chancellors and four pro-vice chancellors.
   
A pision bench comprising Justices S K Katriar and A Amanullah also ordered the newly-appointed VCs and Pro VCs to explain their position by that day.
   
"In the meantime, the VCs and Pro VCs can take decision about routine academic matters, payment of salary and dues," the bench said.
   
Ram Kamakhya Singh of Veer Kuer Singh University, Ara, in his writ petition had challenged the appointments of the VCs and Pro VCs alleging that the office of Chancellor had not made any consultations with the state government before notifying their appointments which was violative of settled law.
     
The Chancellor has on August 1 appointed six Vice- Chancellors and four pro-vice chancellors of different universities in Bihar after a long wait of months.
     
State Human Resources Department insisted that the Governor had completely ignored the names suggested by the government. State HRD minister PK Shahi had admitted that the Governor did not hold any consultation with the government over the appointments.
