Updated on: Monday, September 05, 2011

Parliament passed a Bill to restore powers to National Council of Teacher Education for framing rules and regulations related to qualification of teachers in primary schools.

The National Council of Teachers Education (Amendment) Bill was introduced in the Rajya Sabha last year following a Supreme Court order, which held that the qualification for appointment of teachers in ordinary educational institutions like primary schools could not prescribed under the NCTE Act.

It was considered necessary to amend the Act to clarify that it applies to schools, school teachers, and the minimum qualifications for appointment of school teachers, so as to have uniform standards of teaching in schools in the country.

HRD Minister Kapil Sibal said the Bill seeks to clarify the provisions of the Act.

It will apply to educational institutions, primary and secondary institutions.

The Act was being amended to ensure quality of education in schools and maintain uniformity.

The Rajya Sabha had passed the Bill last week.
