CBI has chargesheeted five persons, including two doctors, for rigging the All India Pre-Veterinary Test (AIPVT) in May this year for resorting to forgery, cheating and corruption.

The charge sheet was submitted to the court of Special CBI Judge Sanjeev Jain who ordered issuance of production warrant against the accused persons who were arrested soon after registration of the case on June 3 for rigging of the test conducted by the Veterinary Council of India (VCI).

The court issued production warrants against the five, taking cognisance of the charge sheet against them and saying there was sufficient material on record to proceed against them.

The five accused persons who have been charge sheeted are senior VCI official Dr Navneet Yadav, Dr Mahipal Singh, a radiologist, along with a private firm owner Ramesh Chandra besides two others Sunil Kumar and Manish Raikwar.

CBI said in its charge sheet that the VCI had on March 16 this year awarded the contract to conduct pre and post-examination activities like preparation of the Optical Mark Recognition (OMR) sheets and result processing to Chandra's firm Pearl Technologies at Lado Sarai area in South Delhi.

Chandra, in criminal conspiracy with Mahipal Singh and at least 89 candidates, manipulated the OMR sheets with the duplicate ones in VCI office in order to get favourable result in AIPVT-2011.

CBI alleged Chandra and Mahipal Singh, in order to rig the result of the examination, prepared duplicate OMR sheets without bar codes and gave it to 89 candidates for Rs 3 to 5 lakh each.

The probe agency also said that prior to the exam, which was held on May 14 in Delhi, Uttar Pradesh, Haryana and other places, the 89 candidates were directed to attempt only a few or all questions. They were also asked to note down the bar codes of the OMR sheets and the question the booklet number.

After the exam, Mahipal Singh collected the OMR answer sheets from those candidates and, along with Chandra, blackened the correct answers in the blank OMR sheets and got it placed in the packets with other OMR sheets with the help of other accused persons in the VCI.
