RTE implementation: Goa govt to issue circular in two days

Goa government will soon issue circulars to all schools asking them to put in place their infrastructure within three years to implement various provisions under Right to Education (RTE) Act, 2009.
   
State Education Director Celsa Pinto told that the circular will be issued within two days, once there is approval from the state government in this regard.
   
"All the schools will have to fix their infrastructure within three years," she said.
   
Education department will upgrade all the school managed by the state government while aided schools will have to fetch funding under various schemes, she added.
   
Pinto said the state government has enough schemes to help the educational institutions fund the infrastructure.
   
"We have the required budget for infrastructure. But if more money is required, we can always contact the government," she said.
   
Goa has begun implementing RTE in the state although on a controversial note. The headmasters and various associations have opposed the implementation of no detention clause under RTE in a retrospective effect.
   
Goa Headmasters Association (GHA) had said that they will implement no detention circular only from next academic year after continuous comprehensive evaluation of the students.
   
This circular makes it mandatory for the schools not to detain students from first to eighth standard.
   
Pinto said that those schools which are reluctant to implement 'no detention' clause will have to give in writing why they want to detain the students.    

"Goa Headmasters Association had approached me with their issues. But I spoke to them and they were convinced and had agreed to implement the clause," the director said.
   
The state government has also decided to form an advisory council, a body which will guide the department on RTE implementation.
   
Pinto said that the RTE would be implemented in phased manner in the state.
