Govt must have multi-disciplinary universities: Committee

N R Shetty Committee on Education Reforms under Karnataka State University Amendment Act has recommended setting up of multi-disciplinary universities to improve higher education, Minister for Higher Education V S Acharya said.
 
Briefing reporters after the General Council meeting of State Higher Education Council, of which he is Chairman, he said this was one of the main recommendations of the Committee discussed at the council.
 
Since Karnataka already has a number of single discipline universities, the Committee suggested setting up multi disciplinary universities, teaching various disciplines including arts, science, law under a single umbrella, he said.
   
The Committee also spelt out salient features of the Ph.D program statute under which course work of six months has been made compulsory as per UGC guidelines. There will be three theory papers of 100 marks each and 50 marks for viva for the course, comprising research methodology, core subject paper and field of specialisation.
   
A Doctoral Committee will conduct pre-registration and pre-submission of thesis collegiums of each candidate.Minimum period for submission of thesis is three years and the maximum five years for full time candidates. A candidate should have published at least two research papers in a reputed journal before becoming eligible to submit the thesis.
 
There would be two adjudicators - one from Karnataka and another from outside, including foreigners, both of whom would recommend award of degree to enable students face Ph.D viva.
    
After awarding the degree, soft copy of the thesis will be hosted on INFLIBNFT, and a copy will be sent to UGC.
  
Another recommendation accepted in principle was having a uniform regulation for B A, B.Sc, B.Com, BBM and masters degree on eligibility, admission, migration of students from one university to other, attend once fulfillment, minimum duration for clearing degree (double that of the program), question paper setting an evaluation, award of grace marks and classification of successful candidates ranking.
   
"While we have accepted some recommendations made by the committee, some have to be placed before the government", Acharya said.
