The Centre for Environmental Law (CEL), WWF India and the National Law University, Delhi (NLUD), have signed a Memorandum of Understanding (MoU) to jointly conduct a postgraduate diploma in urban environmental management. A distance-learning course, it will be formally launched in April.
Talking about the need for such a MoU, Moulika Arabhi, director, Centre for Environmental Law, WWF, India, said, "Though urban laws are today entwined with the environmental laws and management, nobody thought of integrating both. With new cities coming up and growing at a fast pace and with every project requiring environmental clearance, stakeholders need to understand urban laws and policies. An awareness of both urban and environmental laws will give urban administrators and municipalities a deep insight into urban and environmental issues as well as their own jurisdiction."
Ranbir Singh, vice-chancellor , NLUD, points out that with the world facing both man-made and natural disasters , it is important to understand the urban laws and policies and how synergies need to be drawn with environmental concerns. The course will attempt to look at environmental management as a core aspect of urban management.
The diploma programme with NLUD is designed for professionals and practitioners contributing to and working in the field of urban infrastructure management, urban laws and policies, urban governance and urban development issues.
The diploma will dwell on urban governance, urban development, law and policy of urbanisation and environmental laws and policies.
WWF, India will provide the course material. The programme will be divided into six courses for two semesters. Video lectures will be available online. "We have invited experts to prepare notes for each of the course," said Arabhi. Graduates from any stream can apply.
