Selection of Head for educational Institutes

The Higher Educational Institutions like Central University IITs, IIMs and others are with heads for a long time.  IIT Kharagpur is functioning without director for a long time. NCERT is also facing the problem.  To sort of this issue, HRD ministry decided to establish a collegiums of scholars that would prepare a directory of academics for leadership position like VC or Heads of more than 10 autonomous Institutes under HRD.
