Admissions in IIT Norms and confusion

The normalization of percentile of JEE(Main) and  class XII marks creates confusion for students seeking admission to NIT’s and IIT’s
The basic for admission to 16 IIT’s is the performance in JEE (Advance). More over, the vital and crucial candidates should be in the top 20 percentile of successful candidate is those who have cleaned JEE (Advnced) should be in the tip 20 percentile at successful candidates in XII conducted by various boards.
JEE Advaced score came along with the all India Rank online Counselling of students began and many candidates have been given seats in Indian Institute os Technology base on ranks.
Subsequently came 20 percentile eligibility cut off and many students found they have not qualified eventhough they did well their JEE advanced.  What happened is the million dollar questions
Such students did their JEE (Advanced) Exams well. But they were not able to come in the list of top 20 percentile students in XII respective board examinations.  XIIth 20 percentile criteria disturbed the IIT (Advanced) performance.
Earlier to this many students got admission into Indian Institute of Technology, Inspite of their average performance in XII board examinations, since IIT’s were considering the performance of the candidates only in the Entrance Examinations.
This scenario affected the students of Andra Pradesh who with the highest cut offs 91.8% then Tamil Nadu 90.9% and the Kerala 85.2%
It is clearing that there are 10,000 seats in IIT’S and around 5000 for general candidates and the rest goes to reserved category students.
In late June JEE(Advanced) score was announced.  On recent Sunday the top 20 percentile eligible cut offs for this academic session was announced.  This created a critical and unexpected situation.
