HSTSB yet to complete the recruitment process for regular appointment of 9,750 JBT teachers.

Haryana school education department is in a fix over the termination of services of 7,000 guest teachers who were appointed eight years ago against the vacancies of junior basic trained (JBT) teachers.

The Haryana government has given the Supreme Court, seeking time to complete the recruitment process, the deadline of February 16. Meanwhile, the Haryana State Teacher Selection Board (HSTSB) is yet to complete the recruitment process for regular appointment of 9,750 JBT teachers.

The school education department has now referred the matter to the chief minister's office (CMO). Attributing the details of an affidavit submitted in the Supreme Court, principal secretary, school education department, Surina Rajan sent a missive to CMO last week. "We have updated the CMO about latest situation on back up arrangements. At the same time, we have asked the teacher selection board to expedite the process for appointment of JBT teachers," Rajan said.

Sources in Haryana teachers selection board confirmed that it may take another couple of months to complete the recruitment process.

The Bhupinder Singh Hooda-led government had appointed 16,000 guest teachers in 2005 and 2006 against the vacancies of JBT and post graduate teachers (PGT) in government schools. While taking up a writ petition filed by an aspirant teacher, the Punjab and Haryana high court on March 31, 2011, had directed the Haryana government to remove all the guest teachers by March 31, 2012.

On March 15, 2012, the high court also declined the Haryana government's plea of seeking more time to allow guest teachers to continue till it completes the procedure of the regular appointment against the vacancies, forcing Haryana to move a special leave petition (SLP) in the Supreme Court.

On March 30, the apex court allowed the state government to continue employment of guest teachers till completion of process as per the scheduled submitted by it. In an affidavit filed before the Supreme Court, Haryana had sought time of 322 days time to complete the process of recruitment of JBT teachers and 434 days time for remaining teachers.

Meanwhile, the guest teachers, too, have started district-wide agitations across the state to keep their jobs.
