Goa government to come up with an education policy to improve education quality

Chief minister Manohar Parrikar said that his government will come up with an education policy by December 2012 to improve the quality of education in the state.

Addressing the golden jubilee celebration function of Goa headmasters' association, Parrikar said that his priority is to settle the problems of associations, individual and schools. "I promise you by December, the government will come up with the education policy," he said.

Parrikar also said that he was trying to complete the policy as fast as possible, but it was delayed because of "individual problems", which also need to be tackled.

He also said that the government will try to solve the NOC issue to recruit staff. "If schools are performing, then why should they come to the education department for NOC to recruit staff in place of retired staff," said Parrikar.

Parrikar also assured 126 B.Ed teachers, who were recruited during the election period on lecture-basis and on a contract system, that the government will come up with some solution. "Government will take a guarantee so that B.Ed teachers are not unemployed," he said.

"Knowledge without character and politics without principle will lead every society to ultimate decay," said Parrikar, alleging that during the tenure of the previous government, people who handled the education portfolio did not have knowledge and principle, which led to problems in the education sector.

Clarifying that he has "not bowed down to the pressure of the Diocesan society" on the computer teacher issue, Parrikar said that what the Diocesan society actually did in the computer teachers issue, was absolutely right. "It is the headmaster's and school's choice to select the teacher and the government should have framed recruitment rules (RR) and asked to recruit as per the RR," he said.

He also said that the government will cancel the management quota in B.Ed and D.Ed private institutions. "From next year, we will make admission based on merits and we will not allow any management quota or any other quota," said Parrikar. He also said that he has dismissed two teachers involved in molestation cases.
