Haryana can pitch for countrys first innovation university

Union minister of state for planning and science and technology Ashwani Kumar on Tuesday encouraged Haryana to pitch for the proposed first " innovation university" in the country to give science a push.

This was revealed here on Tuesday by the minister while explaining a new initiative made by the planning ministry to make field visits along with the planning department officials. The planning ministry on Tuesday had interaction with Haryana and Himachal and interaction with Punjab may happen soon.

The exercise has been started following lack of consensus between states and the Central government on developmental issues. It is an attempt to bridge the gap between understanding of states and the Central government on developmental issues.

The meeting by the planning department is separate from the Planning Commission of India chief for allocations through Centrally-sponsored schemes. The exercise is meaningful in the context of states failing fully to avail Central grants and Centre failing to understand state specific developmental needs. States have been urging flexibility to use Central funds according to the needs of the state for a particular scheme.

Ashwani Kumar explained that he suggested the Haryana government to seek funds for improve germ plasm.

The offer came when Haryana asked the Union minister to provide funds for pushing research and development in the state.

The minister made inquiries about soil conservation and depleting water resources in Haryana and development of Muslim majority Mewat region of Haryana near Delhi.

The Haryana government made a presentation on these issues.

The Union minister also sought to know the industrial development pattern of Haryana which last year formulated a new policy to what the state claimed, push industrialization in backward areas by offering registration concessions in those areas.
